Bud Speaks... Did He Say Anything?

Jayson Stark interviewed Commissioner Bud Selig about the state of baseball in these troubled economic times, etc etc etc, and a range of other topics. Bud said some things and didn't say some others. -- Regarding collusion:
"Well, I'm certainly not going to respond to that."
Regarding the Yankees winter spending:
"I'm not going to comment on individual clubs."
Regarding teams unable to resign their star players:
"I'm not going to make that kind of judgment."
Does the current system provide enough competitive balance?
"I'm proud of the current system."
Does MLB look bad if McGwire, Clemens, and Bonds aren't elected to the Hall of Fame?
"I'm proud of where we are… Having said that, I'm not going to make a judgment on what the writers decide."
It's a commentary on the steroid era though, right?
"So again, I really don't want to get into that debate, because the writers are going to have to come to their conclusions."
J.C. Romero and Sergio Mitre both were suspended for substances they bought over the counter at the mall. Does this indicate there are any holes in the performance-enhancing drug program that need to be closed?

So is there anything baseball can do to reach out to people who have been affected by this economy?
